HIPAA InformationIn an effort to reduce the administrative costs of delivering and paying for health care across the nation, the Health Insurance Portability and Accountability Act (HIPAA) was passed in 1996. This legislation requires that health insurance payers in the United States comply with electronic data interchange (EDI) standards for health care established by the Secretary of Health and Human Services (HHS). HIPAA does not require that a provider submit health care claims electronically. Providers may continue to submit paper claims and receive a paper remittance advice. However, if the provider elects to conduct business electronically, HIPAA does mandate the use of the standard transactions and code sets for all organizations involved in the electronic exchange of data. Administrative simplification and cost savings result from having only one set that is used by all. Trading Partner AgreementsProviders choosing to send claims electronically to BHC must first complete and sign a Trading Partner Agreement (TPA). This document can be requested by calling BHC’s Provider Relations representatives at 1-800-741-4443, or it can be downloaded from our website at the following address: http://www.behavioralhealthct.com/PDFs/tpa.pdf Once BHC has received your signed Trading Partner Agreement, you will be notified of your Submitter ID, password, and will be supplied web access information. This must be completed prior to sending your first TEST file. Physician Certificate of ResponsibilityProviders choosing to send claims electronically to BHC through a third party intermediary or clearinghouse must complete and sign a Physician Certificate of Responsibility.
