HIPAA Information

In an effort to reduce the administrative costs of delivering and paying for health care across the nation, the Health Insurance Portability and Accountability Act (HIPAA) was passed in 1996. This legislation requires that health insurance payers in the United States comply with electronic data interchange (EDI) standards for health care established by the Secretary of Health and Human Services (HHS). HIPAA does not require that a provider submit health care claims electronically. Providers may continue to submit paper claims and receive a paper remittance advice. However, if the provider elects to conduct business electronically, HIPAA does mandate the use of the standard transactions and code sets for all organizations involved in the electronic exchange of data. Administrative simplification and cost savings result from having only one set that is used by all.

HIPAA standard electronic transactions

The following transactions are supported by Behavioral Health Connecticut, LLC:

837I - Health Care Claim Institutional
837P - Health Care Claim Professional
835 - Health Care Claim Payment Advise
276/277 - Health Care Claim Status Request and Response
278 - Health Care Services Review Request and Response

Trading Partner Agreements

Providers choosing to send claims electronically to BHC must first complete and sign a Trading Partner Agreement (TPA). This document can be requested by calling BHC’s Provider Relations representatives at 1-800-741-4443, or it can be downloaded from our website at the following address:

Once BHC has received your signed Trading Partner Agreement, you will be notified of your Submitter ID, password, and will be supplied web access information. This must be completed prior to sending your first TEST file.

Physician Certificate of Responsibility

Providers choosing to send claims electronically to BHC through a third party intermediary or clearinghouse must complete and sign a Physician Certificate of Responsibility. This document can be requested from BHC or downloaded from our website at the following address:

This form must be received prior to testing.

File Submission

TEST:
Trading partners choosing to send claims/files electronically must test with and be approved by Behavioral Health Connecticut, LLC. Testing requires at least one file free of errors be received by BHC prior to sending any production data. Test submission can be accepted via secure web server or other mutually agreed upon method. Contact provider relations at 1-800-741-4443 to schedule a file test.

PRODUCTION:
After receiving approval to submit a production file, all files received by BHC will be considered valid files and processed as such. Upon submitting your first production file, you are required to confirm with your systems contact that your file was received, uploaded, and processed as tested. Specifics will be provided to you during testing.
